NPC guard towers should attack everyone who hits a valid target with a weapon or spell, which would stop skilling in NPC cities and end the pathetic clan wars within NPC cities. Clan wars within NPC cities are usually personalized by naked combats or neutrals who jump between the warring parties to grab some loot (such as something about darkfall items, e.g. weapons & ore, etc, which also could be traded for darkfall gold).
 
A clan-rejoining cool-down would reduce the possibility to avoid ARAC and clan alignment disadvantages and war fees by frequent leaving and rejoining a clan. This cool-down should be at least several days. To avoid exploits through dummy clans, there should be a shorter cool-down for becoming member of a different clan after leaving a clan as well.
